Predefinito PayPal ATM card in Europe

Having been burned by my credit union ATM card not working in
Europe, I want to find an ATM card that is known to work. Does
anyone here have a PayPal ATM card, and does it work in Europe?
Any other recommendations for major national (USA) online banks?

Is there a major US bank that doesn't now offer 'online banking'...?

Why try and goof around with a PayPal card after you've already been
burned with a podunk credit union card???

That said my Ohio Savings ATM/Debt backed by MBNA (on the Cirrus and
Star networks) and my Key Bank ATM/Debt (on the Maestro, Cirrus,NYCE and
Star networks) worked at every ATM attempted. I also carried CC's from
both banks plus a backup CC on the Chase Bank system that never failed.
You will note it's the diverse 'network affiliations' that insure I can
get cash or credit reliably anywhere the machines actually work...<g>
