That depends upon your definition of "quality", doesn't it?

A) A goodly share of the "politics" posted here DOES have
some bearing on travel to the countries involved. (Unless
something gets cross-posted to groups like
"alt.bush.my-hero" or some such - but that's where your
ability to scroll past posts that don't interest you kicks in.)

B) What you call "stupidity" - largely the puns and plays on
words, I suspect - most literate people regard as "humour".
Also, those of us who have been posting here for some
years have come to regard some of our fellow-posters as
friends, even though we may never have met in person - our
conversations DO tend to go off-topic, occasionally, but who
cares?

C) Your definition of "spam" is flawed, I think - we get
very little of it here, and most of what we do get is
definitely related to European travel.

D) There is still plenty of "useful" information here -
every time I've posted a question, I've received helpful
replies, and I'm sure most fellow posters can make the same
claim. (Anyway, most of our members enjoy newsgroups as a
form of recreation - if we want guaranteed accurate
information, not opinions, we go to official web-sites for it.)

You're asking in the wrong place - most of us here prefer
uncensored Usenet (and our own browser's filtering
capabilities) to having someone else decide what we can or
cannot read. Of course any uncensored group gets its share
of "flame wars", but no one is compelled to READ messages,
once a thread deteriorates into name-calling. (That's what
"kill-files" are for.)

Some (but not all) of the participants in off-topic discussions are
also among those who respond constructively to on-topic questions.

I check into r.t.e. quite often, and expect to encounter (after a
fashion) a group of people who are generally interested in travel in
Europe. When on-topic matters arise, those in a position to make a
helpful contribution generally do so. In between, some of us shoot the
breeze.

If all I ever found here was questions about how to get from Dublin
Airport to the city centre, or whether the Ring of Kerry was a better
trip than the Dingle Peninsula, then I wouldn't bother with r.t.e.
People who want that kind of service, and who are tight-arsed about
the way usenet groups tend to behave, can go elsewhere and pay money
for what they might get free here.

Bus, but give the driver a crisp new 5 euro note. Otherwise you might
receive a scowl if you give 5 euro coins, and downright disapproval if
you use change smaller than that. My partner said "sorry" when he
received the latter, and the response was "I'm _sure_ you are!"

How do you know? That another poster mentioned a dearth of new
questions here suggests that many of them *are* put off.

I must say. I been a ghost here forever. I only post every so often. But
this is one of the best places to Google if you ever need it. Even the most
trival questions are treated seriously. And there hasn't been a flame war in
ages. Considering what a large group this is and how many truly great
contributors, may I say, "Go to hell."

How do I know that people don't lurk.

Because I frequently see the same question asked two days
after it was previously asked (and answered).

That indicates that some people don't lurk, but doesn't tell you if
others do lurk and are put off from contributing.

I wasn't "claiming" it, I was *suggesting* it. Unlike you, I try to
