The resources to which I refer are a) difficult to recover, and b) in
an environmentally sensitive region, so little has been done so far to
exploit them. So far.

buying and selling does not require investments
this is the main reason of no intensive drilling works
they will require a lot of investments.
Still natural gas resources and oil resources are worth
a lot of investigations.
